Completed Road Projects

Actually, a road project is never “officially” completed. This will just be a rundown of a few of the roads that have been “resurfaced” or “improved” since January 1, 2005!
District 2’s goal is to get an “all weather” type road to every resident living in the country. It may not be the road that the resident uses most times, but will be a road that will connect to the closest “all weather” road.

Sand Roads in Lamont Area |

Our most recent project began July 12th in the Lamont area. District 2 has received a permit from the Oklahoma Corporation Commission (Oil & Gas Conservation Division) to apply Waste Oil to District 2’s sand roads (as submitted). In cooperation with KLO LLC and J B Transport, we will be using approximately 10,000 barrels over approximately 25 to 30 miles of county roads. |

The waste oil is incorporated into the top 4 to 8 inches of sand on the road. It takes numerous passes with graders to get the right mix, then a packer follows it. This is a learning experience for all of us, so please bear with us as we learn all the little tricks and how much is “the right amount” of oil applied.

Blacktop on M&M Road (added 7/15/06) |

All three (3) lifts of blacktop has been laid on M & M Road. This was a STP (Surface Transportation Program) project. The contractor was Evans & Associates and received the project with a low bid of $1,597,317.00. This was financed with 80% Federal Funds and 20% County Bridge and Road Improvement Funds (CBRIF). The Oklahoma Department of Transportation (ODOT) will be charging an additional amount for construction supervision, which has not yet been billed. Additionally, there are a few areas of the ditches which will require grading back up as they have been “farmed-in” again. I realize that farmer’s want to “Keep the Weeds Down”, and that is okay in some instances; however, it is MORE IMPORTANT to keep the water drainage open. I’m sure farmer’s want to keep the water drained OFF their farms and not BACKED UP on their farms. Proper drainage from the farm to the ditches and on to the creeks and rivers is required to accomplish this.

Funding for this road has been in the works for several years. The main reason funding finally was approved was due to numerous wrecks (including an unfortunate death) that were road related. Many do not know that projects are rated with a point system due to the fact that funding has been and continues to be “short”. A death adds significantly more “points” to a project. As much as I am working to acquire more blacktop roads, I do NOT desire that someone lose their life on a road to add “points”. |

Remember that this is the first blacktop road Grant County District 2 has received in decades – yes decades! Grant County can be “PROUD” of this new road. As taxpayers and citizens of Grant County we MUST ALL take an interest to maintain and make certain this road (as well as other roads) are “taken care of”, no exceptions. |

With the addition of these 5.73 miles of blacktop, District 2 more than doubled the blacktop road miles, bring us up to a whopping 9.5 total miles. |

Lamont Blacktop (Road EW22)

The blacktop beginning on the east side of Lamont at US Highway 74 and going west to the corner west of the Lamont Cemetery was refurbished and blacktopped the Fall of 2006. This was another STP (Surface Transportation Program) project, completed with 80% Federal Funds and 20% CBRIF (County Bridge and Road Improvement Funds).

In addition to the 2 miles going east and west this project covered the intersection at the Farmers Grain Company from said blacktop to US Highway 74/60 on the north side of Lamont.

District 2 has the project “shouldered-up” but is still doing some ditch work and re-rocking intersections and driveways. |

A little over a mile of railroad rock was laid going east from M & M Road on EW 17 to Mark Bushnell’s home. This road was impassable during bad weather and the school bus was not able to travel this road during these days. We continue to “groom” the road and pick up railroad iron. |

The ARM project that we inherited has the rock laid; however, there continues to be “soft” spots breaking through on the road in front of the office site. Several loads of rock has been added and packed in, however, In the future a few more loads will need to be laid. The smooth drum packer we recently added to our equipment will make a great improvement to this (and other) roads to extend the life of the rock roads. |

An additional 2 ¼ miles of “road rock” was added to tie the road up to TallyHo Road. |

There have been numerous other miles of rock added to roads as needed. We have hauled approximately 10,000 tons (updated 2/25/07) of “road rock” from January 1, 2005 to February 1, 2007. |

District 2 is currently using “gray” shale from the Matt Mooreland pit near the Kansas state line. We have access to one from Roger Smethers in the far southeast part of Kay County; however, we have not used it this past year due to people stealing our dug shale and/or using our loader. We may try to use it again in the near future, depending on what happens there. |

Thanks to the financial support from the Caldwell Golf Course Club over 1/2 mile of shale was laid from U.S. Highway 11 to the golf course. |

Approximately 50,000 cubic yards (updated 2/25/07) of shale has been laid covering well over 10 miles throughout the district. Bridge #368 (project completed summer 2006)
From Medford on US Highway 11, go 3 miles east to NS 299 Road and 3 1/2 mile south |

This bridge was 100% rebuilt using steel and adding a 7” concrete deck with 2 lifts of 5/8” rebar. Jerry Shaffer, District 3 Commissioner, drove the piling and District 2 employees did the rest. It took less than 3 weeks from beginning to end in over 100 degree weather. |

Bridge #396 (project completed late summer 2006)
From US Highway 81 on Wakita Road, go 5 miles east and 1/4 mile south |

From my research, this bridge was closed sometime between 9/5/03 and 10/13/04 (per Bridge Inspection Reports of those two dates). Prior to my taking office, the bridge was torn out, pilings were driven, and a railroad car was cut up to put on the pilings. |

This bridge has created numerous problems for Bryan including a high financial cost. Due to the height of the bridge and the angle of the prior driven pilings and wing-wall pilings, a huge amount of steel and sheet metal was needed. Furthermore, the railroad car was uneven and more steel had to be added to shore-it-up evenly. |

The bridge was opened in late summer of 2006. We hauled shale to make a nice grade up to and away from the bridge. It was very time-consuming and a costly bridge to finish. Glad to mark it off as finished. |

Lamont Bridge #209 (project completed 8/14/06)

Grant County District 2 completed replacement of the county bridge located 0.3 miles north and 0.5 miles west of Lamont August 14. The project took four weeks and one day from start to finish, which is a record for District 2 for this type of project. |

Bridge #416
On Wakita Road (EW 9), east to NS 308, then south 3/4 mile |

This bridge was completely rebuilt in seven (7) working days! That has to be a first! This bridge is 31 feet long. Initially all the bridge planks were taken off, then inferior beams, caps and stringers were removed. New pilings were drove on both ends, steel I-beam caps were installed, and two (2) additional steel stringers were added to increase load capacity. The deck was put back on. New run-strips were added with additional width to accommodate farm equipment. The final work was cleaning up the entire area and removing all old boards. I am very proud of District 2 Employees and the work they have accomplished. |

This bridge had bad caps on both ends. The deck was removed so new pipe pilings could be drove. New steel caps were added and the deck was then replaced and the bridge opened. |

Bridges not on road inventory that have been repaired [go to top]

Bridges fewer than 20 feet long are not included in County Bridge Inventory; however, the County is still responsible for repair and maintenance to these bridges. The county does NOT receive ANY funding for these bridges and they are NOT included in state fund formulas for funding. There is no official count on these bridges – an estimate would be somewhere between 150 to 200.

Culverts (updated 2/25/07)

There is no record of the number of culverts that the county has and that is the county’s responsibility to take care of. An estimate would be hundreds!

Since taking office, well over 35 (updated 2/25/07) culverts have been replaced including culverts as large as 8-feet in diameter. Additionally, numerous culverts have been dug out, cleaned, and replaced so water will actually flow through them. |
